"The kind of squad we've got, to go with the spirit, the technical ability, we're a quite confident lot," she said.
"I'm not promising anything but if we're going to win the World Cup again, now is as good a time as any. The preparation has been brilliant."
Taylor who along with gloveman Jane Smit are the only survivors from the side which won the coveted trophy in 1993, said it was important that every member of the team play its important part to play if the team is to succeed.
"You've got to accept that whether you're on the field or not, you're still part of it and can still give something," Taylor added.
England open their campaign against Cup favourites Australia on 22 March, with Taylor set to win her 100th one-day cap.
