The elections were conducted at the meeting of the HPCA held at Sundernagar under the chairmanship of senior vice-president of the association R S Kapoor, who was the Retuning Officer.
Dhanvendra Singh proposed the name of Thakur which was seconded by D P S Mohli, an HPCA spokesman said adding more than 60 out of 85 members took part in the elections.
Since there was no other contender in fray, Thakur was declared elected by the returning officer.
The elections, earlier scheduled to be held on April 24, had to be postponed after the state government served a notice to the association asking it to fulfil the provisions of the Himachal Pradesh Sports Act 2005.
The Act called for fresh registration by all the association within 60 days and debarred life members from voting in the elections.
HPCA had already challenged the act in the High Court and held the elections as per its own constitution.
The HPCA has 25 life members with voting rights.
