The BCCI has taken this drastic action for CAB's alleged failure to furnish details of the amount transferred to the state association's account from a Kolkata bank by its president Dalmiya from 1995 to 2006.
In a letter to CAB, BCCI secretary Niranjan Shah said that the Board has decided to debit to the state association the Rs 40 crores as Dalmiya failed to furnish details of Account No. 1223 with Bhawanipur Branch of Indian Overseas Bank, Kolkata, along with vouchers, bills, ledgers and audited balance-sheets despite a notice being served to him on April 15.
Shah stated that CAB representative Chitrak Mitra, who was present at the Working Committee Meeting of the Board held in Mumbai on April 9, had assured the House that all the details of the amounts transferred to CAB from the said Account No. would be furnished to the Board within seven days, but has not kept his word despite repeated notices and the Board's best efforts.
The secretary wrote that the Board has no option but to ''regretfully'' endorse the Finance Committee's decision to withhold all subsidies to the CAB and debit the unexplained amount of Rs 40 crores to the state association.
Earlier, the Board had asked Dalmiya to explain details of the account on April 15, but he wanted to inspect the Board's records before responding. His representative was allowed to inspect the records on May 5. But, Dalmiya or CAB had not given any response to the BCCI directive.
