Describing the Hair controversy as one of the biggest cricket stand-offs of the century Kapil said the blame should square on all parties.
''Everybody is responsible for this biggest controversy of this year or this century I would say. Somebody walking out in such a beautiful game that traditionally is a gentleman's game,'' the legendary all-rounder said on NDTV.
Describing Hair as an umpire who ''has always had problems with players from the sub-continent,'' the former Indian captain said, ''He is a good umpire. He wants to teach his way of game, which is ICC's job. His umpiring is decent and no complaining. If he wants to teach how to play the game, then he should retire as an umpire and try to take the game in a different rate. He always likes to enjoy the kick-fighting with the bigger players.'' But Kapil Dev is equally convinced that Inzamam will regret his decision of not to play.
''You can say we are playing under protest, but you cannot say I don't want to play. I think that where the management will have to play role or perhaps the match referee has to play a bigger role. I was disappointed that the match was called off like that!!'' Kapil also said that ''If ICC punished Inzamam then the umpire and referee should also be penalised.''
